Her Side: Christine Estepa refuses to surrender her license and she has asked the rules of towing. She even said that "where is her 5 minutes (allowance)" before they tow the her car.

If you've watched my videos, you'll know the processes of the MMDA.
If a vehicle is illegally parked and there's no driver, the enforcers will wait a certain amount of time before calling in a tow truck to take away the vehicle.
If the driver arrives in time, they'll be asked to hand over their license so a ticket can be issued and then they're told to move the vehicle.
There's two reasons for asking to see the license:
1) To ensure the ticket is issued to the correct person
2) To make sure the driver actually has a license. You might be surprised by how many drivers attempt to move illegally parked cars and then admit to not having a license.

It's time to put order in the streets of MM. Be glad that IACT/MMDA at the forefront are working together to solve the traffic congestion and clear the way for new hi-speed rail and other transpo infra...Many decades of neglect and trash clogging waterways due to illegal vendors on sidewalks and public property. Manila looks like a huge dump if this were to continue. Education and discipline is key...Emulate SIN. If econ lives are displaced, perhaps it's time to think about moving out of MM to another place (I know it's easier said than done). I'm pretty sure once the hi-speed rail becomes operational, new growth corners brought about by new metro stops/stations will bring econ opportunities to these folks elsewhere. Just my thoughts.
